Кто может сказать точно? Что можно, а что нет? Потому как сделать фото в РАВ, потом спокойно обрезать, выставить баланс белого и цвета на компьютере проще будет...
Вот их требования:

Use 4.0 mega pixels or higher resolution digital camera, SLR digital camera and take a photograph with high resolution mode. Images taken with mobile phone cannot be accepted.
Only images in JPEG format is accepted (RAW data cannot be accepted). Do not make any image processing such as trimming or retouch Вот что они тут имеют в виду? Обрезка по-английски Crop, может можно все-таки?
Please do not delete Exif information.
Online application is available at the official website of the IAPLC. Online application can be completed easily by providing required information and specifying the attaching data.
